Ok, I had to completely close out of all browser windows and log back in, then I got the skill tree. Is it only supposed to be the geologist? The help says it is for "certain Settlers' abilities"...
This just happened to me too. What's worse is I got frustrated and spent 400 gems on books and I can't see them anywhere.
Apparently this was a server issue. I got kicked off the server and had the log back in and start playing again. Then the quests were waiting as completed.
