where will i build my Easter basket if i have no room on island to built it at?
why would you change the seasonal adventures to 2x loot. you are supposed to keep up the tradition, not bring it down!

This new specialist is the worst one ever offered in my time in TSO. The funny part is it went into test as a decent specialist.... Finding large iron deposits in half the time is meaningless for anyone who plays (and adventures) daily. Even if it was helpful, each island has 16-21? Iron mines, so even if you were the ambitious type to search your mines every-day, one of these guys is nut much help. This specialist will not be useful for those who adventure enough to keep their Industrial Iron Mines filled. This worthless specialist is now useful only for those new to the game or lazy types who do not adventure.
If the early design were left (4m Iron mines over the normal 6m Iron Mines), at least that would be useful for everyone. Noobs could get some fast mines, higher levels could use for their placement of industrial mines and everyone between would be covered.

If I did a spring festival, does its cooldown period apply for all the 3 buffs, or can I do a spring cleaning right after the spring festival?
The new specialist is underwhelming, but I will find a use for him. I only have three iron mines up anyway. Someone also suggested booking him for the extra iron/marble deposit, which I have ignored otherwise, so that sounds like a good plan.
I would like a reason to do ventures during events, but no event loot means I stop them.
Spring park is interesting. Highlight collectible buff is pretty cheap. I'm not sure I will uncover enough event resources using it to make up the cost, but even if not, it's a time saver. I wouldn't use a double RPH buff unless I did not have a quadruple or triple, but I could see the use of this or in some cases even on the regular provision house.
As it is implemented in the test server, it works like the Training Field (Footie Pitch): triggering a buff applies the cooldown to the building. You'll need to wait 47h to use the building again (or gem through the cooldown).

I think the real cost here is the cooldown that is preventing the use of one of the other buffs.
Since this is written "100%" and is a zone buff affecting both RPH and PH, it will stack on the individually placed building buffs. I plan to use this buff on cooldown.
2 day cooldown? Okay, maybe not so useful.
Oh, yes, I forgot how TSO math works (and also it is a zone buff). So then in that case, this is pretty good. I would run this one constantly, or at least as constantly as the cooldown lets me. This is actually fair, but if I can't use the building again, it negates the usefulness of the other buffs.
The unconfirmed plan is that next easter you can buy another spring park and that will reduce the cooldown. Probably to 23h.
