Make Floating residences tradable

We have floating and improved floating residences but they are not tradable. They should become tradable just like other floating buildings.

I agree with making the regular standard floating houses tradeable. I disagree with making improved floating houses tradeable because it could alter the game dynamics.

I think players of all levels could benefit from this.
