[BUG] Building Sleep Does Not Free Idle Worker

When you put a building into "sleep" mode and production stops the worker should be released, right? That's not happening now.

Hiya Shanksta. I don't believe the settler is freed from his obligation to the building. If that were so, there would be some serious micromanagement necessary in terms of workers.

Putting a building into sleep mode stops the collection of the base resource. For example if you have three buildings that require (1) coal to produce a good, but only (2) coal mines, then you would need to sleep the building that provides the lesser resource, so that you can ensure the two better goods will be created.
