[Suggestion] Complete Build Queues

When stopping a building from production, they should go into Zzz mode, but they should finish the last production run before completely stopping.

Unless of course the materials they use aren't actually used until their progress meter tops out.

The problem with this suggestion is that some players may use the STOP as a way to prevent an overflow on the warehouse. The solution would be of course to continue production up to the point of completion.
