It might be advantages to you not to wipe, ever. That way new players will want to get up to par fast, and hence will spend cash to buy gems that will help them do that.

No wipe please... I like my town. Add a 'restart' button for those who want a clean slate.
Unless for techical or balance reasons a wipe is not needed, for those who want to start fresh they can always start another account.

no wipe plz. a whole week to 18 and not that close to 19 this would feel like a waste of time
If you walked into a game which just got released and there were already people waaaay ahead of you, would you think hey, I better spend some money, or would you think hey, this isn't worth it?
Did you enjoy yourself for that week? Yes? Then it wasn't wasted. And frankly it's just a week, you'd get over it pretty fast (unless you couldn't, which would be kinda sad).
