Display Bug - High Percentage Complete on Buildings in the Queue for a Long Time

When a building has been in the building queue for a long time waiting for sufficient resources, the percentage complete will change to a high value while the builder is moving to the construction site. After construction has begun, the percentage complete will briefly change to a negative number, before changing to the actual value. May be caused by moving other buildings ahead of the problem building.
