Bug: Settlers still stay with buildings that are stopped

This has obviously got to be a bug, as it doesn't make sense to have this happen on purpose since we have to build residence for them that take up building permits. Settlers should be put back into the idle population when their building is set to idle.

Is this actually a bug? I would've thought that if the building is still there, the worker would still be used up, regardless of whether or not they're working.

How exactly does that make sense, at all? If there is no work being done in that building then he should be moved into a building that needs a worker that doesn't have one.

Say you're working in a store. You arrive in the morning and do your normal job but you get done 2 hours early. Do you just sit there doing nothing for two hours or do you start working on what else needs to be done?

    If this isn't a bug it's a ridiculous "feature".

I prefer to think of it this way: You're given an assignment, assigned a role and that's your thing forever. Then, your government, god, overseer, whatever, tells you hey, stop working, we don't need you for now. You still have your house, and you're good to continue doing the only thing you'll ever do, but you're being told no.

Unless they destroy your house, in which case you wait around once again to be given the one thing to do for the rest of ever.

Im sorry but that is a very bad way of doing it in this game with how it is structured with building permits. You already have to have a residence out which requires a building permit, so he is being "payed for" with a permit while he sits around doing absolutely nothing. That's bad design, and indeed hopefully a "bug" that will be sorted.

I really hope it's the way it is supposed to be. The population cap you should be at should be a lot higher than your max building licenses.
