I attacked the camp in the bottom right sector and got intercepted but killed both camps. Maybe I'll gain the level after my next kill.

The XP to next level indicator says 0 for everyone currently, it's not accurate. Just keep on killing and you'll get there

relog, if not work, then pay attention near the trees if there's a small camp with very little bandit in it (like 5 - 5) - (it happens to me when i was lvl 19)
had the same issue... exp bar looked full and was 2985... thought i was done... finished off a camp and then made 19...
try killing another bandit camp
