i built a well next to an upgraded one and the upgraded one doesnt get any smaller. and the newly built one goes 3x as fast. Im thinking for some reason the settlers working on a well are taking water out of the adjacent one.

Same here, continually building wells that never seem to go down. And they don't have to be upgraded wells, I continually get level I wells that just sit at 1000 and don't seem to produce anything.
