buffs not applying, but buff count goes down as if it did

Used buffs on someone. I applied 5 sandwiches and none of the buffs applied to his structures. The sandwich count did go down. When I left his area adn returned he still had no buffs.

Ok, I closed chrome and opened ie9 and the buffs were still in my star menu. Is this a cache bug error or something with chrome?

My experience is often the same in FireFox.
One way I have dealt with this, and it is tedious.
Apply the buff and wait until is sparkles. Then apply the next and wait, etc. It sometimes takes up to 30 seco0nds of lag for it to apply.
It is very annoying and since I have started sharing 15-25 buffs at a time, very tedious and time consuming.

I also have trouble giving buffs, like sir roy I have to wait for the sparkles, or they don't get the buff,
