No Worker for My Farm.... Upgraded before settler arrived

I just had it happen with 3 copper mines. The problem i had wasnt upgrading before a settler moved in, but i upgraded when i didn't have any idle settlers available. Although it's telling me there is no one working the mine, it is getting depleated.

i have same problem. allready destroyed 3 buildings like that

same upgraded a copper mine no settler had to destroy it and rebuild
