Question 1: If a building hotkey is used, will it also select the building (in additon to jump/center view)?
Question 2: In using any of the hotkeys, will the current zoom intensity also change?

You can already scroll with the é,ê,ç and è arrow keys. Either on an enhanced keyboard or by turning the Num Lock off.
What will be a real advantage is the 1-9 map keys so you can jump from area to area quickly.
The hot keys for the Mayor, Barracks, and Provision House will also be kinda cool...
So when do we get all these goodies?
