Last two license release bug

When down to my last two licenses, if I have two buildings in queue it will frequently not allow me to queue up additional buildings until the queue is empty as if the two remaining licenses are in use.

This is not a bug. This is a programming oversight.

The system will not allow you to build more than 1 building when 2 licenses remain.
