Buff does not always work first time used, sometimes it takes many clicks for buff to take effect. This is referring to the fish buff on buildings.

Are you waiting for the buildings to light back up in between buffs?

It takes a second or so after you click a building to buff before the rest will light back up and you can buff another.

I have found that when I ninja buff a friends island and I go back to grab more fish plates, I will have a stack that says 30 count but they are all used up :P I think a lot of this type of bug is lag.

yah, some time the lag is severe, sometime is not..
