I built a mine and didn't have enough HW planks. I tore it down to build a copper mine and lost the iron deposit. A friend told me it was still there, so I rebuilt it, after logging out and back in and finding the deposit. After I built it, it dissappeared! I lost my permit, I lost my mine, and I lost my deposit all at one time!!! I've logged in and out twice now and STILL don't have them!! Those permits are kinda important to me and I would LOVE to get it back!!!
Have you tried the standard fixes? Clear your cache, delete your cookies and temporary internet files.

Granted the game may have glitched up a bit do not worry the license should be returned eventually, make sure to clear your cookies and cache regularly, I am curious to know how exactly you built the mine with out the mats to do so it should have sat in queue until you had the mats to build it. Maybe this was a typo it is a little hard to tell, could you be more specific as to what exactly happened?
