Yes, you need 2 or more Generals to attack in waves. You can send up to 3 Generals at the same target at (approximately) the same time.
There are three classes of intellects: one which comprehends by itself; another which appreciates what others comprehend; and a third which neither comprehends by itself nor by the showing of others; the first is the most excellent, the second is good, and the third is useless. - Niccolò Machiavelli

Technically they are two seperate attacks. Attacking in waves does not combine the armies. Sending two or three waves at a leader prevents him from being able to recover hit points between attacks, which hopefully wil allow you to defeat them with one go rather than allowing them to recover while you are rebuilding your army.

    Armin is exactly correct.
You can send 2 armies, one after the other. You must allow time for the first general to be defeated. Which, if you need more than 1 wave, he will be.
then, if you timed it correctly, the defeated general starts back and your second wave shows up about that time. You would not want him to show up before the first engagement is finished. I never had that happen, but I just would not tempt fate or the software.

    One minor correction.
It is two separate attacks, and the bandits do regenerate to total health if they are not killed off between attacks. Dead bandits stay dead, hurt bandits heal.
