This is a bug that has been reported in the recent past. Please do a search of the bug report forum before posting and add to that thread if your problem has already been reported by someone else, otherwise the forum gets cluttered with similar posts. Remember your mine license gets restored when the mine depletes, not when you destroy it. Also quarries do not use licenses.
