I haven't received a daily quest in a week and counting.

Yes since it is "beta" there are still bugs so most of the time u may need to refresh when u encounter them. Though it has been reducing, u may experience it from time to time.

I would also like to add that skipping some of the dailies is essential because the rewards for some are WAY below market value:
2500 bronze swords to make 50 iron swords, 50 gold, 400 horse is about 1/2 of what you can do just on the open market ...
