Ok, so I had 1250 bread and decided to make 50 settlers.
I had a population of 600 of 750 so I had the space no problem.
Spent the bread in the provisions house to make the 50 settlers and then waited 30 minutes for them to be made.
After it was completed, I then tried to use the 50 settlers on the mayor's house but it did nothing and the icon in the star menu got greyed out.
I waited a couple of minutes thinking it might be lag and still nothing happened and it was still greyed out in the star menu and could not be clicked.
So, I then decided to refresh the browser only to find I no longer have the 50 settlers in my star menu and they weren't added to my total population either. However, I now suddenly have 1100 bread in my storage.
I had to buy some more bread from trade in order to make the settlers again, but this is quite confusing. It would seem to me the amount that was being displayed in my storage originally, was not the amount I had.
This is the only explanation I can think of anyhow.
I should also point out that I have recently cleared my cache so I don't think that's the problem.
EDIT: I got some more bread, made another 50 settlers and this time it worked. Again, the only thing I can think of that could possibly explain this bug is that the amount of bread my storages said I had was actually wrong. I probably didn't have 1250 bread, but rather around 1100, and so making the 50 settlers used more bread than I actually had. How this was possibly on the other hand I have no idea. lol
