When a mine is exhausted, is my only option to tear it down and send out a geologist to find a new one and build there? Cos I notice I am losing a building license every time I do so. Is there a way to refill mines?

You can purchase refills in the Trader shop for Gems. When your mine exhausts, you get the license back so that you can build one after your geologist has refound the deposit.
