Maximum Workshop Level

What is the maximum level each workshop can be raised to? Is it the same for all workshops? Also is there a listing of the cost of raising a workshop to each level, which would be very helpful in weighing whether to run more workshops at a lower level or less at a higher (i.e. overall cost of producing a resource).
