Yeah it basically cuts the time in half from the base create time on goods for the upgrade to level 2. Next upgrade cuts the time by the same amount as the first upgrade, however since it got faster from upgrade 2 it will give you less bang for your upgrade buck. Still way worth it in my opinion to get a level 3 provisions house by the time your late twenties early 30's, especially if you make a lot of baskets.
