You can't really make too many game breaking mistakes- if you need to re-position your structures you can demolish them and re-build them where you would like them to be. Unless you are stuck in the tutorial without the components to complete a quest, in which case you need to wait for the materials to come in and finish that particular part.

you can't restart
If you really feel the need to restart, contact the support team and ask them to delete your current account and then you can start a new account without raising any red flags from your IP address.
