You need to contact payments and billing specifically and they can further look into the transaction.

I have the same problem. I am unsure of why I am blocked, but it happened right after I disputed a double charge on my paypal account.

I think upon any disputes involving money involve a temporary account block. Not 100% sure but I think that might be the case.

i accidently opened two accounts when i changed my language from european english to american english. now am not being allowed in either world. how do i cancel my american english account so i can play on my original world in european english? thanks
