How do I get Hard wood planks for upgrades?

There are upgrades needed to be done, but i have no Hardwood cutters or hardwood Forrester or hardwood saw mill?

You need to build hardwood cutters, forresters, and sawmill. What problem are you coming across that's preventing you from building them?
Out of licenses? Out of resources? Please explain more and I'll be able to help better.

You have to be high enough of a level to build hardwood/marble buildings. You will need to get to 17 before starting on your hardwood and marble production.
