my settlers are stupid?

so.. i've got about 5 buldings that need to have settlers work them.. and i didnt ahve settlers at the time of building the things. but i ended up getting them, and some of the buildings still dont have anyone working them, even though i have settlers that aren't doing anything.. is there a reason why?
