Suggest the well-outlet opportunities be placed around, in appropriate areas -- not like the mines, more like the trees.

Some people probably over one hundred wells, and could still not have enough water. This is not a desert climate on the island so it makes sense that if you drill down the water table will provide the well with water.

There's room for hundreds of buildings on the island. 100 wells would easily fit, especially if one didn't have all the possible licenses.
I'm starting to get frustrated with the amount of wells needed on you island, I'm suggesting a building much like a desalination plant that you can place next to the rivers and ocean to produce water. It should be upgradable and have unlimited water, It should also probably run on coal. if you made this, i would be able to stop filling my island with fields of wells or spending coins to buy thousands of units of water to fuel my many lvl 3 bakeries.
Time for some watermills?

There is. People have been selling Water Mills and Silos in Global Chat for Gold Coins and sometimes for large amounts of other resources.
