upgrading well useless?

seems its kinda like useless..... i mean....if i upgrade to level 2 it will be revert to level 1 back...

I think upgrading wells is pretty much useless. Trading 50 Tools for 1000-1500 Water, eh. Plus having to rebuild the well sooner. I do have a sleeping Level 5 Well.

Or you can hit the water cap and well production isn't constant. When you hit water cap they deplete much more slowly upgrading them or buying water is moot.

There are some folks with no space on their islands left so it would make sense for them to upgrade every well, as long as they did not want to have to trade for the water.
