You can hover over the pictures of each thing in the Black Market and they explain what they do. The Jolly Geo, Savage Scouts, Battle Hardened Generals are just better versions of the ones you can get in the Tavern. The Exotic Basket and Red Flying Settler are just better basket buffs. The Guild Memberships increase the number of people you can have in you Guild. Marble Meir and Iron Thing are just worthless. The Mystery Boxes are from the Christmas Event and contain random stuff like decorations or resources.

Like the silo and recycling center
Watermill - acts just like a well but never needs to be rebuilt
Silo - refills Wheat Fields - negates one farm at equal level
Artisan Well/Field - Just a well/wheat field with about 6K resources in them
Noble Deed - Nobel Residence that does not take up a BL spot
Recycling Plant - just like a coker but requires no resources to run
Branch Office - just a Branch Office, in case you want to trade before Level 17
10 Building Licenses - Just that, +10 BLs, limited number that can be purchased.
Guild House - for if you want to form your own Guild.

Does decorations do anything?
Decorations look fancy that is about it. But if you are wondering about the Mystery Boxes, there is a small chance you can get a Witches Tower or Dark Castle which add to your population.
