I got 2 sector when then i have Building license 2 out of 75

After taking new sector i got 3 sector now but still i have Building license 2 out of 75

How come ? bug?

you get the 10 license item in the mail, its not automatic... at least thats how i remember it, its been a while since i cleared starting island

No, you do not need to pay real money. did you clear the entire sector and build a storehouse in the new sector?

check your star menu. your new building licenses goes into the star.

I suspect you've missed a well hidden bandit camp. This happened to me. A camp was sorta disguised behind some trees.

You can always pay some cash and get more licences, but part of the challenge is to not pay cash to make it easier. That said, if no one paid cash, there would be no game for me to not pay for and have such an enjoyable challenge, so yeah, pay cash, get more licences.
