The experienced explorer and the savage scout are the exact same people with different names. They are twice as fast as the normal explorers just like the savage scout.

Seems rather pointless to give them different name and the same attributes.
The Veteran General and the Hardened General have different names and attributes.
Is this an oversight or do the developers just not care?
It could have simply been an issue with the limiter on scouts.

As Jainoo said I think it's just to seperate it from the savage scout limit.
Also, there's a limit of one experienced explorer. I'm guessing this carries over to when it will be available for the same gem price as the savage scout once the easter event ends, as it has a limit of one then as well (as seen on the test server).
