You have until May 3rd. I believe you have a good chance of getting the Veteran General with the proper effort.
But if I had to choose between the Explorer and a Watermill (or 2) I would take the Explorer.

i just got a water mill. they are rubbish. it is better to build a well.

I beg to differ, watermills are excellent purchases, though I wouldn't move them above Generals and Explorers. A watermill is 50% larger than a well, in terms of real estate. However, two watermills upgraded to level 3, produce the same amount of water as six wells, using 1/3rd the population and 1/2 the space. So they're very efficient in both real estate and population. And once your population requirements start booming, I suspect you'll come to appreciate their value. Add in silos, and it's feasible to make your bread production chain completely self-sufficient. And I'd say that bread production is among the top 3 most important production chains on a typical island. Possibly even THE most important. And finally, since they produce their product forever, their cost essentially drives to zero over time.
All in all, they're excellent additions to your island.
You want the Veteran and the Explorer, Veteran if you could only get one. HOWEVER, the Explorer will give you MORE EGGS as long as the event is running, so if you calculate you'll be able to get both, you may want to get the Explorer first.
