The only "production" building in the game that does not require a settler is fields. All wells, even gem wells, require a settler to work it. I don't know where you came up with the idea that 1 settler will draw water from multiple wells. The game has never worked that way. Even Water Wheels require a settler. Just be glad you don't have to provide a settler per level, which would make pure sense to me.

Is this a water-specific observation, or across all production buildings?

all. Think about it. When you increase a building's production, you also take on more workers. In this game, you don't have that burden.

Depends on whether you increase its production via the use of technology. I'm glad upgraded buildings don't require more workers, but recognize the additional level of complexity that would bring to the game. It'd certainly change the equation around level 4 & 5 upgrades for residences!

You know what they say, "They're not laughing AT you, they're laughing WITH you."

Well wait, probably they were laughing at you.

Maybe you could go with, "He who laughs last, laughs best." That'll probably work better.
