What buildings should I buff first before others? What buildings are worth buffing more than others?

The ones were buffing produces higher value. This is dependent on alot of factors such as building level, market value, and the placement of the building. Generally, Coinage, Gold Mine, and Gold Smelters are very high in the list.

Whether a building is worth buffing is determined by whether the amount of stuff it makes from the buff is worth as much as the buff. So if you have someone buff a building with a basket it needs to make at least 6g worth of extra stuff in that 9 hours to be worth it.
