paid for copper mine didn't get built

I paid for a copper mine a clicked on the deposit to build...the game jingled it's little building jingle but NO copper mine was built! GRRRRR

The materials to build something aren't used until it actually begins building. Selecting a building from the building menus does not deduct the construction fee immediately.
