Has your brother even put in a support ticket? Once he does the initial login, but before hitting the Play button, he can follow the menu items to submit a ticket to BlueByte.
Probably it's just something with your brother's PC, but maybe they'll have some advice for him.

Often, I have problem to "Play Now" in rush hours, I need to refresh my browser(FireFox) few times to succeed to get in the game. Last night I even failed to load the front page of the site to login, and I tried few times in a laps of 2h-3h. I don't get these problem when I login early the morning.
