Fir Cutter can't find fir trees

I have one fir cutter that indicates that he can't find any fir trees, yet he's in the middle of a fir forest with lots of available fir tress around him. He's got the big exclamation mark and the overview shows there are no fir trees and his production shows N/A. My 20 or so other cutters are doing fine. I'm afraid the only solution is to destroy it and rebuild, but that's 350 gold I don't want to spend. I've put in a ticket, but of course, have not received a reply. Anyone else encountered this or have a solution?

There was a thread about this a month ago or so, but I can't recall it exactly. I think the issue was a specific spot in sector 2. Two people had a cutter, or forester, in the exact same spot & neither building worked. They destroyed & moved, as a solution.
