Unable to build in new area.

In the center section of them map, I attacked and beat the bandit leader. Hopw ever the smaller enemy camp ( furthest to the right) was still standing. After defeating the bandit leader the undefeated camp to the right disappeared and I am unable build in the area or to fight the camp that disappeared.

Did you try to build a storehouse in the area first? Can't build anything else until you claim the sector with a storehouse.

Do you have to kill all the enemy outposts in a sector or just the bandit leader outpost?
