The cheese sandwich will increase the production of settlers for 10 minutes. I think it was one every 90 seconds.
Don't use if your population is already full.

Honestly can't believe that after a year, this still hasn't been addressed. The devs thought it important to change firwood to pinewood, but just can't seem to find the time to putting a description on the cheese sandwich
