Active Copper Mine but no resource returned.

I set my unemployed settlers to recruit.
Then I built a mine, forgetting that I didn't have people to populate the mine.
Once it was built, I upgraded it to level 2.
I then realized my situation, and upgraded a house.
Now, I have 25 unemployed settlers and no one is working the mine still.
I have payed attention to the ore count, and it is going down at the propper rate.
However, NO resources are counted to my production chain from this mine.
In an attempt to fix the problem, I reloaded the website 2 or 3 times.
I also flat logged fully out. and logged back in. Nothing changed.
It has been three hours since I noticed this issue.
I've build other resources, although, I've not double checked them, I belive they are working fine.

Help?

Probably it was still upgrading, it should be working right now.

As I said, I watched it for 3 hours.
Building/upgrades don't take 3 hours at level 2.

In either case, it is populated now.

Or you build a store house in front of the mine.
