Disappearing licenses

I conquered a new area and had 0 licenses left to build the warehouse to capture it. However, the reward for the capture included a +10 license buff. I used the buff and gained the 10 licenses, that brought my total available to 10/95. I built the warehouse and should have received an additional 10 bringing the total available to 19/105. instead it was stuck at 9/95.

I thought maybe it was due to having been logged in for a while, over 18 hours, so I refreshed the screen and it remained the same. I then tried emptying the cache and all that techno mumbo jumbo, it still did not give me the extra 10 buildings. I went to report this to you guys and noticed the notification that there was a server maintenance scheduled, so I held off.

After getting some much needed sleep and taking care of the day to days I had almost forgotten about this issue this morning (its been one of those days ) so after having an entire building que finish while asleep and another one started I thought it time to report this issue as I am now down to just 4 of the 14 I should have. Is there any way you guys can look into this and see what happened?

Your reward was the 10 licenses. You do not get another 10 after. That would be 20 for taking 1 sector.
