This is speculation but I assume that number changes with the kind of guild quest and set of sub-quests it has. Once your guild passes 56 members it makes no difference how many more you get as the pool of guild quests doesn't change.

and now today we got to have 70 members to do their daily guild quest and we still have the same number of members. are we being punished for completing this quest?????
As i understand it, it is based on how many 'active' members in the guild. Or put another way, how many members logged in in the previous 2 days.
I have to agree with YPSA on this issue, and BB needs to give us more information on the fulfillment requirements regarding guild quests (please).
For example, our guild has 43 people out of 56 guild slots. Yesterday's guild quest, which we are still trying to complete requires 28 people to finish it.
Today's guild quest, still waiting, requires 30 to complete it.
How is this calculated?
If it is as jcleaver says, "how many members logged in in the previous 2 days", I think we can all agree that's a poor way of figuring how many need to complete it. Reasons include: more people playing on the weekends, less people playing on a holiday, school days off, and the list goes on.
While I understand that guild coins are a commodity we need to earn, I think it should be a little more concrete as to how many members need to complete their guild quests. Something more like a flat rate perhaps? If your guild has 40 members (NOT slots, mind you), for example, 40%, would have to complete their individual quests. So it would be 16 in this case. A guild with 100 actual members would need 40 to finish it.
I believe it's just easier, imo, to count on a more solid number than one that continually fluctuates.

numbers in the guild and levels, I think, but if you think they can go by members loging in, then think again, I have been talking to members and looking at the [members listing ] for the game and they are not listed as being on, don't know why or if it is cause they are on I-pods, or what. Just that it is not accurate we need a way to Know for sure how many members are active, and when they are on
I also think there should be a way to tell (officers & Leader) if a Guildmember has completed the Guild Quest, that way we can offer assistance to those who have not completed it.
i looked through islands guessed on who was inactive and kicked them when i kicked the right amount of inactive players the quest automatically completes
There was a list of guild quest requirements regarding how many members you have released by the powers that be somewhere in the dev section I think.
Shame though I think to remove people who are potentialy on holidays during this time of year.
