Why does it take so long for new players to get access to the forums?

I remember having the problem of not being able to access the forums when I first started playing, I thought it was a glitch and I'm pretty sure I bugged BB_meesherbeans about it. But apparently it wasn't just me since I have a new guildmate who just started playing the game recently and they can't get access to the forums either they get the message:

[Name], you do not have permission to access this page. This could be due to one of several reasons:
1.Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
2.If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation.

So my question is why does it take so long for the account to be "activated" or is this something about validating your account gives you access to the forums? Do any of the old players remember or are there any BBs that can clarify what's going on?

When I started playing back in late August, I was able to access and post to the forums right away.

There is a currently known issue that causes a percentage of our players to become unregistered upon logging out. I was recently informed that a fix had gone into place, and may have resolved this bug. We're watching carefully to see if it is fixed.

Hmm, that never happened to me.
I suppose re-registering would resolve it?
As mayor of the forums, customer service is the hallmark of my administration.

I'm still having permission issues on Zues. Have not been able to post on the forums since September of last year. Obviously the fix didn't work for me.

same here i couldn't get access - support told me its an admin issue and contact admin - but there is no admin contact...
