Chat server login failed

When I log into the game I am unable to use any chat functions - help, global, guild etc... Only tab is news. When I log in, the news tab says: chat server login failed.

This is a different problem than just the guild chat disappearing as I have tried the edit guild note trick and that dosent work in this case.

Has anyone else seen this problem and if so how have they fixed it?
