TC just leaves the Guild Quest up for aproximately 24 hours. This allows those who do want their individual coins the ability to pick them up. For us, doing guild quests is not mandatory. If we are not within about 8 players after about 24 hours, we simply cancel the quest. If we're within about 8 players we let it ride until completed.
In many cases the layout in materials/adventures for our upper levels is not cost effective in proportion to the value of the guild coins received. If, however, we are close to finishing it up, people always step forward and take one for the team in order to get it finished. We do have spreadsheets that track the cost of each quest, and also a form that our players can sign into to acknowledge that they've completed the quest -- but we use those just for stat purposes.
My concern, is the inability to change Guild Leader permissions so that those guilds who are still active, but whose Guild Leaders are MIA can have the ability to cancel Guild Quests if they are not being completed.
