recruits on the way chain quest

my recruits on the way quest chain is locked, all others on the chain are done . it needs to be unlocked, i met the quest requirements.

Im having this same problem, im guessing it is related to the fact that we are too high of a level to complete it.
I opened ticket Ticket#US-2013011912000112 on 1/19, have not had a response since the initial email.
