New Quests not unlocking

For some reasons, new quests are not unlocking. I have completed all the side-quests for the parts of the main quests, but the next side quests that each main quest is telling me to complete are not being sent to me, so I cant complete them since i am not getting them. I've tried refreshing a bunch of times, signing out all the way and loggin back in. Tried waiting for a day to see if it would fix itself. and still I cant seem to get any new sidequests to do so i can complete the main quests. So any help on this issue would be greatly appreciated.

There are requirements to unlock new sub-quests. Check your level, most have level requirements.

Well one of them "Important Pinewood" is level 10, as am I, and its not being given to me. And I am like stuck in limbo cause the only side-quest i have right now is to find a new copper mine, but I already have 3 and cant find anymore, so I cant complete that one until either i can kill some bandits and claim new land (which i cant do cause i dont have a barracks yet) or I have to wait til one of the copper mines runs out and then I can search for a new one) so I cant seem to progress, I'm not sure what to do.
