The Step 10 for the Four Winds Quest, as stated yxmargus (Thank you very much, by the way for that post), states pay 100 Steel Bars, when it is really 1000 Steel Bars. So, just for those thinking ahead, make sure you build up enough Steel Bars to clear the last step or Step 10.
Level 48 here and I will not complete Step 10, until the blocking issue is fixed. There are a number of blocks on SA -Surprise Attack, that can get crazy. So, I will wait.
