I've maxed out on buildings. Can I get more licenses by tearing down buildings that are less important to me than the ones I want to build? Or are licenses used up once a building is built even if it's torn down?

Tearing down a building will give you the license back
You can get more BLs by taking over more sections on your island.
If something can go wrong, it will.
